Background

This website is the final stage of the SNIFFER project:
UKCC09: SEA - Practical Guidance on How to Take Account of Air, Water and Soil
The website is an adaptation, managed by the Scottish Environment Protection Agency (SEPA) and SNIFFER, of background reports that were prepared by EnviroCentre, Collingwood Environmental Planning and SISTech, to support organisations involved in undertaking Strategic Environmental Assessment (SEA).

Project funders/partners:
SNIFFER on behalf of the Northern Ireland Environment Agency (NIEA) and SEPA and in partnership with the Environment Agency and a project steering group representing interested groups.

Objectives
The aim of this project is to produce practical guidance, for SEA practitioners in Scotland and Northern Ireland, on how to take into account the potential environmental effects of implementing a plan, programme or strategy upon air, soil and water.
The objectives of the project are to: 

  • Ensure that air, water and soil are considered effectively through SEA
  • Make it easy for SEA practitioners in Scotland and Northern Ireland to consider air, water and soil in an effective and resource efficient way
  • Add value to existing SEA guidance published by Government
  • Highlight and promote good practice with use of practical examples

Target audience
Organisations undertaking SEA and others with an interest in the process, including:

  • Responsible Authorities - to assist in carrying out SEA of their plans, programmes and strategies (PPS)
  • Consultation Authorities/ Bodies - to assist during formal and informal SEA consultation and advice on SEA
  • SEA contractors - to assist in providing support to the above organisations
  • Other non-statutory consultees - to assist in providing information e.g. Non-Governmental Organisations (NGOs) and local interest groups involved in the SEA process
