The SEA should consider reasonable alternatives to achieving the objectives of the Plan by taking into account the level and type of Plan and its geographical scope.

The consideration of alternatives aims to provide a comparative strategic overview with a view to informing decision-making.

Although the option of not implementing the Plan is often not reasonable, it is considered good practice to show the future trends and implications as a result of not implementing the Plan implementation, which in some circumstances could present negative effects on the environment.
